AM - Change Balance Essence to work for either Heal/DPS

The suggestion is for Balance Essence and possibly it's Dok counterpart. It would probably require some reworking of the ability so that it handled Int/Will differently, or both?

I don't know if some people find Balance Essence useful as a DPS AM, it certainly is not as a healer. It's role as an ability to span healing and dps fails, it needs to be effective with high Will or Int.
It would be nice to give more options for short casting direct heals and usually need that in PvP (enemies around).

That's all I've really thought about it so far.
