[Choppa] Bleed 'em out improvement

I go right to the point, this is very simple suggestion about choppas dot ability "bleed 'em out".

-First thing when I have used it: I find it very hard or cumbrous to use because there is no cooldown on it and so on it does not reach it maximum potential, making it less interesting to people who play choppas.

-Second thing when I have used it: That action point cost, 45AP is lot for 1 use of a ability and this again turns heads away from it, making it less interesting and harder to use.

So how to improve this:
-Add 10s cd to improve ability handling.
-Reduce action point cost down to 30 from 45 to make it more potential ability.
Both of these will increase usefulness and interest to use it more.
