Issue: Rampage bypasses block and parry and has a high uptime and is only 5points

Why is this an issue:
Tanks invest gear , spec and rr along the lines of Block, Wounds, Parry , dodge/disrupt and then toughness or strength
So impact of this one 5point skill is to nullify for the Slayer 2/3 of the rr investment (block & parry) around half the tactics (block and parry tactics) as well as significantly bypassing stock skills (HTL and Cant hit me) then add effects on morals Being ignored (tank m4)

This skill is effectively nullifying tank effectiveness and scaling for 5points cost to slayer.

DPS invest gear , spec and rr heavily in parry, this 5point skill bypasses all this investment for 5 points.

Healers , invest rr in parry this is bypasses by this 5point skill

So a Slayer 5 point skill with uptime from 33-66% uptime can negate Hughes amounts of defensive builds , gear, rr , skill and morals for the slayer with minimal effort or planning.
Manny threads have suggested that this one skill needs to be monitored and watched out for to shatter ( unrealistic in rvr ) this just highlights the impact of this skill.

When considering other 5point skills this is way over the norm, even the BO 13 pointskill of adding defensive skills does nothing to reduce the effect of this 5point skill and was considered so powerful it came with a self snare.

Solution
Reducethe duration 5-10 seconds same cd
Reduce the effect to 50% on block or 50% parry but not to have both block and parry improvements
