Issue:
When you compare Martyr's Blessing with the other two 13point abilities of the Warrior Priest (wounds-buff and finisher), it is really weak. I would argue that, if it is useful at all, then in a pug-enviroment. Arguments referring pug-play are not valid in balance discussions. So I claim the ability is useless.

Solution:
Change Martyr´s Blessing in a fundamentally different ability. I propose a weak kind of Immaculate Defense ability:
Martyr´s Blessing decrease the damage taken for all group members within 100ft by 25% for 10seconds with a cooldown of 1 minute for 60 AP. Should stack multiplicative with all other damage-reduction abilities.



I think that a damage reduction ability for the group is suited for a within group orientated healer like the WP.

Keeping in mind the future changes for WP (make melee-healer great again), I think my proposal will make Martyr´s Blessing a reasonable option to take now and after the changes.
