Heal Debuffs and What They Do/Don't Affect

Hi all. Loving the game, and I'm looking to optimize with my first try at WH.

Still in the leveling process and looking at the skill trees, but I noticed Punish the False and thought it would be great for dealing with all those nasty healers.
It got me thinking though:

What specific "heals" does this debuff (and any other similar incoming heal debuffs) entail? The phrasing alone makes it sound all-encompassing, but would this reduce healing pots? How about armor regen ticks? Heals provided by tactics? There are a number of different sources of heals in the game, but I was wondering if there any exceptions to the phrasing in the tooltip.

Any advice on this would be super helpful!

What is known is that heal debuffs have no impact on lifetaps (healing based on damage, eg Divine Assault of Warrior Priest). They say heal debuffs affect everything else.

What we have:

Punish the False – reduces incoming healing.

Blessed Bullets of Confession – reduces outgoing healing.

Situation 1 – you are fighting a healer using both PTF and BBOC and healer basic heal is 100. BBOC reduces it to 50 (outgoing), and PTF further reduces it to 25 (50% of 50).

Situation 2 – you are fighting someone who is being healed by a healer – BBOC has no effect as your target is not producing outgoing heal but PTF reduces incoming heal from 100 to 50.

Situation 3 – you are fighting a healer who is healing someone else – BBOC reduces outgoing heals from 100 to 50 when they are applied to ‘someone else’ but PTF applied to healer has no impact on heals until healer begins to heal themselves.

However, knowing how many changes were made to the original game in the last 12 years and how diverse healing is I would not be surprised if there is something we do not know. Sometimes I get a feeling that antiheal spec is underperforming and this maybe because heal debuffs no longer work as before. I have no proof to this, and I would be happy to test my heal debuffs with some destro healer. If any destro can help me with that – please PM me.

Where I suspect hidden changes – quite often you need to read ability description very carefully, almost like a legal document. BBOC says “reduces output of healing abilities”. And some healing spells are not categorised as healing but something else. Example – Warrior Priest’s Healing Hand is categorised as blessing. Or Shaman’s Gork’ll Fix It is categorised as enchantment. And healing potions are not abilities. There are also heals through morales – we all know that damage through morales is not mitigated, I suspect healing should not be mitigated as well. I spent some time in the past looking through forum but did not find any clear statements from developers or from people who ran tests.

There is one more overlooked ability in WH arsenal - Sever Blessing – many blessings restore life and using it timely can be a winner.

Heal debuffs wont affect pots or regen from gear, nor morale heals. Healing from tactics I actually do not know myself
