T1 is basically the most cooked tier by a mile and a half. You're realistically only in it for a few hours, so the scenarios are slim and the RvR is dramatically imbalanced almost 100% of the time. The simple act of running to an act hub can take so long that by the time you get there and started on a quest, a scenario will finally pop and now you're 2 levels further in progression. By the time that players hit T2 though, you have relatively balanced encounters, scenario queues are healthy, there's a lot to keep you busy.
So, my question is, how do we most effectively just avoid the 10 minute queue times and one-sided RvR farms that occur in T1 and just get ourselves into T2 where there's actually something to do in PvP?

Grind pve, use blue mainstat talismans and cheap white gear from chapters. And most importantly, find the Lucky Gobbo that roams between chapter 1 and 2 in every pairing which will give you a 6hr +50% xp boost. You can do sacellum/sewers at 15 -- ask in /5 and someone will carry you for a mentor mark.
IC has easiest grinding, you can do the lvl9 mobs outside (west and south) of sacellum from 7-15.
