QUEST Bring Them To Heel

I'm on the quest in The Inevitable City called Bring Them to the Heel. I'm on the step where I have to "present Gor Skull to Khargan" which is apparently Khargan Deathaxe. I can't find him anywhere. Any help locating him will be appreciated. I've already obtained the Gor Skull.
