All T1 locked bug and T1 lair boss loot bug update?

Hi, I'd appreciate if someone could shed some light on these bugs (see title) and maybe an ETA on when they might get solved, thanks

Some people say its bugged, others say its been changed so that T1 has downtime. I havent seen anything official.

I dont have any T2+ characters and scenarios are like a 30 min queue. So for the last two days, I caught a few open T1 and then logged out after waiting literally hours with T1 locked across all three pairings.

It is bugged it should be working however, its going to take a server restart to fix it. We are having to manually update the t1 zones until Max hits the magic server restart button
