Just as anecdotal information, last night I qued for the city in a three-man and we waited for almost fifteen minutes without getting in. We then split up, re-qued solo, and all got in almost immediately.

what about giving the full loss rewards or 80% of the loss rewards to anyone who is in que for longer than 15 minutes and doesn't get a pop?

If city logging is really a problem, you could give bonus meds (based on rr) for every zone you locked in the campaign that led to the city. This might not stop city logging, but it will help people catch up with gear, and gives an incentive to rvr every zone - it would make t2 and t3 zones matter. Zone flips back and forth wouldn't count - just the direct line to the city. At one per flip, that would be a max of 10 medallions/crests if you were present for every zone lock. And maybe the side that actually pushes the city gets 1 bonus crest.

Or maybe it's 1 per tier - best 2/3 zones in t2 and t3, and then another bonus for each t4 pairing - for a total max of 4 extra meds/crests. Or somewhere in between.

Of course, it might de-incentivize people to actually do the city, but flipping that many zones is hours and hours of gameplay.

You need such numbers to push the city, invariably that higher populated side is going to have people miss out on instances. And so, it also might de-incentivize people from x-realming to the underpopulated side for fear of loss of contribution - unless this type of contribution stuck even if you x-realm. Since only the winning pairings get rewards, x-realming doesn't affect it. And if contribution stuck, you could cross-realm to the underpopulated side to even out the city instances.

Right now the x-realmers all run back to destro since its easy mode wins. Even if order has more number pushing zones as soon as city starts order numbers drop and Destro goes up for the easy royals.

1- Reroll Order
2- Destro playing Order to push zones then changing back to Destro for city. Stop it
3- Change the 90 minute realm lock out mechanic to start AFTER they log out. Not when they login a realm. Current mechanic allows instant swapping once city opens. This should of never been like this. Other MMOs are the same way where timers start once you log out. Fix that
4- Make a Warband as was recently said by staff to increase chances
4- Again, reroll Order and not intentionally play a realm that has the obvious advantage in 24v24 tight quarters for easy wins.

To another poster saying Destro is being gear gated. LOL? Order losing 70-80% of city instances for 4 +months. Devs trying to work hard on this imbalance but need more players on Order. Order is gear gated more than Destro while Destro can probably get 2 chars geared in time it takes Order to get 1 geared.
