I think it is more that the bullets are traveling too slowly. So you are hit when you are in LOS, but the animation doesn't fire until the bullet takes a few seconds to hit you, by which time you have broken LOS.

Apart from what has already been mentioned here (LoS check at start of cast time, delay or flight time), e.g. Acid Bomb needs a target and hits targets 20ft (30 with tactic and/or 50% more with full Flame Turret stacks) around this target, no matter if those are out of LoS, around a corner or behind a wall. It‘s the same behavior for numerous AoE DoTs on several classes.

Order is rdps-heavy, and Engineers are arguably the most popular rdps class on Order, so ofc you see a lot of them, plus keep areas and forts are probably many players’ favourite locations to play around.

For “out of range”, besides Grenades, which have 65ft base range, 25% with tactic, another 25% from Gun Turret, along with +10 and/or +5 from Armor sets, their Rifleman tree can hit way more far, not to mention Snipe with up to 200ft.

I don‘t think you can directly target ppl through walls, but if so not only Engineers would be able to, which happened with indirect AoE in the past (Napalm, Magnet, Choppa pull, etc.).
