Dwarf Public Quest: Durak's Gate

I'm having trouble completing the Second Public Quest for the Dwarfs "Durak's Gate".

The second stage says to destroy the Rock Lobbers using 5 'Barrels of Powder'. Yet, the Powder Barrels laying nearby don't do anything when interacted with.

The rock lobbers themselves have such high HP that it takes my slayer almost 3 minutes to get one down - meanwhile the surrounding goblin enemies have time to reappear 4 or 5 times.

I'm level 6, the enemies are level 3. It's an 'EASY' ranked PQ. This shouldn't be this hard.

tl:dr Instructions for a public quest say to use 5 Powder Barrels, the Powder Barrels are uninteractable.
