The Answer is simple. 12 People is the minimum needed to queue and get a fresh ID.
If you can not bring a full 24 P WB, you go with 12 or what you can bring and hope
that the ones who fill up the ID are close to what your ''WB'' needs.

Solos can fill an entire instance. Ive seen full solo and 6+ solo for the majority of my pleasurable tour of duty on order.
