Soldier's Crest for 31+?

So I've 34/40 atm and yet I'm keep getting Soldier's Crests as rewards from scenarios, even tho scenario quests have at first given Officer's and since I got to 40 Conqueror's.
I tried asking around if that's normal, but answers were mix including a claim by one person that they have that issue on one of their characters while the other is getting level-appropriate currency.

Is that working as intended? And If so when can I expect getting Officer's or Conquerors? I'm almost 35 and I have 40 officers, 40 conquerors while over 300 soldiers. That's gonna be some tough gearing...

I noticed the same on my 35/48 Shaman.
I thought that maybe they did a sneak change because of the changed tier system in scenarios (16 to 39 now, instead of 16 to 30 like it was before).
Because I for one remember that you got Officer Emblems after you got to tier 4 with level 31 in the past, the system now makes officer emblems a bit futile, because when I hit rank 40 and drop out of the tier2+ sc braket I will propably be level 50+ and go straight from soldiers emblems to oppressor ones.

Thats also why I didn't report it on the bug tracker because I didn't know if it was a bug or an intended change, maybe some developer can clarify on this.

Same with me, don't know if I even should keep leveling, don't want to end up level 40 with level 20 gear.

Same. I was getting soldiers from sc on my SM even at 38/45.

EDIT: have since deleted the SM, but not due to the above.

Don't know about scenarios, but my lv 30 Zealot has been getting a ton of Officer medals in orvr.

Yeah RvR works fine for me too, getting Officers since I hit level 31 I think (?), it's only those SC emblems.

This is limited because of how tiers work. 16-39 is considered t2-t3, you would get Officer once you hit R40 if you're still sub 40RR
