Nordland quest "A Son's Sacrifice" - racial trophy quest removed or bugged?

Hello there, I tried to get 'A Son's Sacrifice' quest on few toons but to no avail. The said quest should be obtainable in Nordland from NPC "Scrivener Elwin" in Grimmenhagen Village, from which Empire toons would get some nice racial trophies (Empire Sun Emblem, Holy Codex etc). My question is if this problem is known or it was removed?

You peick that quest at the table in 1st village, them move not long ago to npoc talk to him and his son and back to npc... Never had any problems with it...
SM 82 / IB 82 / KOTBS 82 / WL 82 / WP 72 / SW 75
CH 77 / BG 6X / BO 6X / WE 6X / MAG 6X ...and others.

I know, but the npc doesn't provide the quest, you're unable to take it.
