Iirc, total dot damage is reduced by toughness, not each individual dot tick

Toughness should be strong against dots, as many of them gain a large main stat contribution. I heard somewhere that Toughness is 50% effective vs dots. Is that true?

That's what i always thought. In addition I would say that this is how I think it should work, if tough were applied to every tick then dots would be completely useless.
I still think that this "toughness nerf" is just a hoax, basically nothing is changed compared to before the "nerf"

1080 toughness is -216 dps
1080 int/str is +216 dps

Base ability dps ranges from 60-200 dps based on class

For offensive classes with maxed attack stat, the toughness nerf has no effect

The Nerf means that non-dps classes or people with worse equipment don't get reduced all the way to 1 damage. The most toughness can reduce damage is 75%.

I need to verify this, but some dots may scale more with stats, so if you only have 880 int vs 1080 toughness. The toughness would give -80 dps instead of the expected -40 dps. This especially hurts hybrid classes that do not max their offensive stat.

There are blackguards that can push well past 1080 softcap that prior to the Nerf could tank whole warbands for like 30 seconds.
