No, armor ingredients are only obtainable through butchering (scales). Best place for them in south-east Black Crag, at the wyvern PQ.

while the poision wind tunnel, the wyvern cave etc in black crag is a great spot there are others , also the armor frag on live used to drop off lizards, wyvern, giant spiders, scorpions , etc but here giant spiders do not drop armor scales like on live .

However since you are after both toughness and armor scales , look for lvl 40 giant Scorpions there are several locations for them , and they drop both toughness , and armor scales with butchering, as well as heal over time mats .
