Sure it is, why wouldn’t be? I use a VPN to France and reduce my ping down to 5 ms.

It adds another node to pass through, and thus more network latency in the process.

VPN's will bypass smaller nodes by using their own network to connect you to major nodes, they can definitely reduce ping provided you have a good company that isn't selling you snake oil. They're allowed, and often times we suggest people use one if they're having issues connecting to the server at all.
