How exactly items with AP regen mods work?

The items with x AP regen per second- do they regen AP nonstop, including during GCD? Or do they work differently? Will they regen any AP while using instacast abilities every GCD?
Remember reading sometime something about AP regen mods activating after GCD, together with natural regen, and want to make sure.

AP regen items modify the AP regeneration ticks.

use wcst mod to see it, it's also useful to test AP procs from tactics
but don't use it on daily basis, my guess is wcst is one of lag bringers, especially in huge battles

Azarael searching forums for AP regen mechanics, I couldn't find the exact mechanics- would it be possible to post an explanation?
From what I gathered, AP regen ticks kick in, assuming using instacast ability, after grace period of 1.1 sec, and regen 25 AP per sec (+value from AP regen on items, as per explanation above). However, how long do you have to wait before the next cast after the 1.1 sec grace ends, to get the tick?
bichka, searching Idrinth's Tools I couldn't find addon named wcst (there are some which are named "Action" in some variation)- which one is that?

AP regen is on a 1s timer. This timer is blocked during the GCD.
