Are the primary liniment ingredients no longer obtainable through butchering?

The Auction House is almost empty of Primal Grace, and there is no Primal Vision listed at all. I’ve been trying to farm them on my butcher, but I haven’t had a single drop for the last few weeks.

Liniment of Peerless Defence is gradually disappearing from the Auction House as well, and the other key materials that were previously sourced via butchering are also becoming scarce.

Is this a bug, or was this change intentional?
