I think guys misunderstood the question of OP. The question was not about the highest 3/6/10-sec burst statistically but what would be the highest burst if all the damaging abilities would need to be used within that timeframe (debuffs/buffs can be used beforehand, as OP has said). I.e. whilst magus would deffo win 3-sec burst competition statistically (i.e. dots would already be applied & ticking before the said 3 sec window) - he would pretty much be at the bottom of the list if he had to APPLY dots within that 3 sec window.
So, 3 categories as per the OP:
1. For 3 sec category I'd give my vote to a 2h BO attacking a cloth wearer (BO with all build up abilities used, inclusive of armor debuff), easily ~8k or slightly more within that 3 sec window (if everything crits ofc), the GCD-triggering abilities would be: a)Chop fasta; b)Shut yer face (with tactic); c)Stance-swap+KD; d)Out-of-gcd 2 white AA hits.
2. 6 sec - prior to heals rework I'd say that DW DOK would easily win in this category...nowadays - dunno, likely a glass-cannon WH (or even a BO again, same rotation as above followed by 3 hit combo)
3. 10 sec - Id put my bet on a pet-based WL tbh, cant imagine anyone else doing more damage in 10 sec (remember, with no dots/delayed damage applied beforehand). 10s is just enough to make the full use of leonine frenzy & primal fury
