SAGA - Several kills to count one?

Could someone explain to me how the death count works in events?

I really feel frustrated when I look at the SAGA event and it asks you to kill 200 Dark Elves... Somehow, even though the population is smaller, it seems like you need to kill two to count as one.

I've had fights in RvR where I killed 4 WEs, I certainly dealt more than 50% damage to each, but the quest count only registers one.

Not only is the amount the event asks for absurd, but I also feel like the system needs to be refined.

generally only way to do it is in warbands or scenarios. Running solo, will be hard to accomplish. Not sure the criteria for a kill anymore, seems to change time to time.
