It was 1,4 or 1,5s on Live but you could execute skills earlier with the right timing, which was a very inconsistent way of using skills and bad to balance, since two players with same stats and rotation would have different DPS.

Yeah, because it was possible to queue skills earlier and execute them even before the regular gcd ended if the timing was right, if not you had to wait until full gcd has ended. Most likely to give buffer for more fluent skill use in case the server connection isn't the best.
Guess why NB was used to guarantee the correct timing. With practice you could do it without NB too. The point is, the skill dmg/balance was made with full gcd in mind, not with 1,15s.

You need heal debuffs, interrupts/knockdowns, etc. which you won't get until t2.
