Twitch Drops Abuse

Maybe i am incorrect but isn't it Twitch Drops abuse if a streamer goes live and they have an AFK or a stream starting soon screen up for hours upon hours just so they can stream within the WAR games category? One thing is for sure, it is not a good look for the game or for ROR because any new viewers who happen to come across a stream that shows only a picture might think there is something wrong with the game or why is this streamer doing this. I would suggest you go and look if you need to take action then you can. If you dont know who i am talking about well, it is just as i described, they go live with either a "stream starting soon" picture but it remains up for hours. Also it may leech viewers from others who are actually playing. If you need further info i can link their twitch but all you need to do is check.
