I'm all for uphill battles, and rooting for the underdog, and I still like even getting into a city, but 23 v 13 is silly. Shortly after the first screenshot we even got a system warning about the imbalance and how the instance would close if not enough (destruction) players joined.
City caller says 13 v 13, at start its 23 v 17, still not good. At end folks dropped so it was 23 v 14.

Put this in the bug tracker, as you said it should not be happening. Bug tracker is the place to put game breaking things like this.
