Yes, the two were swapped around. Crushing Blows procs a morale stopper that lasts for 5s and no longer has the drain component, with a 10% chance to proc this effect. Morale stoppers are now functional (they never worked properly before) and additionally stop morale gains from pumps, not just natural gain.
