How much Parry strikethrough/bypass can a 2WP get?

Between 19% and 22% usually.
If they want to actually focus on it as mainstat for some reason (by sacrificing other stats) then it can go up to 34% or so (up to 26% without much stat loss)

They can spec Divine Impact which is undefendable and reduces Block/Parry chance by 10% on their target.

2h Gives 10% parry/block strikethru, Divine Impact gives another 10% and this also works for other classes so WL/SM can very easily, with 1 tactic have 30% parry strikethru if they have dps WP with divine impact around=)

Still, IIRC, since some update Block / Parry can not be reduced more than down to half initial value.

Correct.
This means that, unless your enemy has a parry% value that is over 2 times your strikethrough, parry% debuffs (such as Divine Strike) will only be half as effective.

E.g.
20% strikethrough, 30% parry --> 15% actual parry%
20% strikethrough, 10% parry debuff, 30% parry (before debuff) --> 10% actual parry

20% strikethrough, 50% parry --> 30% actual parry%
20% strikethrough, 10% parry debuff, 50% parry (before debuff) --> 20% actual parry
