2H WP Gearing help!

Hello!

The time has come for me to start spending some War Crests on my 2H WP.
I've seen different kits for different uses. But what I'm after is a decent allrounder kit.
Most people run some combination of Victorious, Warlord and Sovereign.

If you aren't using 4p Victorious it feels more or less mandatory to run FS3 for the -CTBCH.
If I'm not using 3/3/3 I will be hard pressed to reach high STR values.

In practice. What works best? Higher DMG or higher survivability? There is always a trade-off.
What are the key stats for a functional 2H WP? And how high do these stats need to be?
