I use Ruthless Assault primarily if specced into Bleeding Edge. In any other contexts, I use it if there's a chance my target can get out of melee range and I need to finish them off. If i'm worried about them getting out of melee, i wager how much dmg my puncture can do in a short burst, vs how much HP I actually need to peal off. Ruthless Assault is good for this.

So it's pretty much Puncture, WB(if specced), Ruthless Assault (lots of use if bleeding edge, rare use of not specced), On Your Knees (chasing and need to knock down, group needs morale and I know i'm not killing someone in the short term).

Hmmm, how would I fix HRT. If the straight debuff was kept, i'd make it Ini debuff, or a reduce chance to disrupt/parry or something, to add a little group utility to the ability. If i'm going crazy, i'd take away the debuff and add a DoT to HRT, similar to BaL.
