Testing is not misinformation. Willpower used to have functionality on the live server.
For example, Tzeentch's Reflection used to grant Willpower — I'm not sure if it still does now, I rarely play Chosen anymore and haven't tested it recently — and thanks to that, Disrupt chance would increase, which in turn would trigger Siphoned Energy.
This provided protection especially against Bright Wizards (BWs) in warband or scenarios.
There are many chain reactions like this in the game.
Willpower still has some functionality now. From the

No matter how many points you put into the Path of Corruption tree, it doesn’t change.
What does the tooltip of Corrupting Retribution say the heal amount is? I don’t remember exactly — either 150 or 180 — but this regeneration doesn’t actually trigger.
The heal regen shown in .getstats is shown as HP/second. If you multiply that by 4 you will get the total HP/4s regen value you should have.
Regen is not healing and, as such, does not show up in the combat log. If you want to verify it works properly, then get tagged by a mob, jump off a medium height cliff and watch how your HP changes; you will notice it going up by exactly the Regen value 1 or 2 times before the out of combat regen kicks in.
The "39" you are seeing in the combat log is due to Corrupting Retribution. The Corrupting Retribution proc provides 180*((Mastery_Points + 30)/45) healing over 3 seconds, with 4 individual ticks (0 seconds, 1 second, 2 seconds, 3 seconds). Essentially you get a healing of 45*((MP+30)/45) = MP + 30 per tick. For you to have a 39 tick this means that your Mastery Points in that tree must be 9.
