[Shaman] - can't respec fully, can't use Geddoff! at level 19

I am trying to start getting my class mastery tree set up and it seems buggy or I don't understand what's working as intended.

If I try to spec Pass it on, it's red to me (too low level, says level 19)

If I try to spec Geddoff! it says too low level, (says level 14)

If I try to respecialize my points, one point is perma stuck in Path of Mork.

Are you wearing an armour set that increases your path of Mork mastery by one point?

Yessir, that explains the 1 point not respeccing, thanks! Now on to the other two.

Edit: Geddoff! Also seems to be related as I don't really have a point to spend on the ability at 20 with the set bonus.

Still can't explain "Pass it on", just tested it by respeccing and removing the set bonus, still says my level isn't high enough.

You ever tried to use the abilities on targets? Most likely they already work, only give a wrong tooltip message.
When getting renown rank up you have to relog too, in order to use all renown points.
Dying is no option.
