looks like modified enemy, hard to see from the bad quality of the picture

I believe its modified or rewritten old addon from live WAR
https://tools.idrinth.de/addons/everybodyguard/

Essentially it let you assign keybindings to party members and use it with coop with guard skill with Enemy-like party frame.
