I have installed it as instructed but ScenarioAlert.log file is not generated. I logged in with a character but no file in the log file. Any idea about how to solve that?

This might be due to the game being installed in the Program Files (x86) folder. Try moving the game folder to a different location.

Why isn't there a version of this that doesn't require an external .exe to be run? o0

Because you need something external to get a notification outside of game client. The addon ingame writes a file and the external program reads it in order to give the notification.
