A while since I was in detail with this but typically cpu usage is average over cores and the game is not very good at spreading the load so cpu clock cycles help a lot and number of cores not. Worth checking core usage to see distribution.
If all running low then your bottleneck may be ram , disk or quite often network,
I have fiber , overclocked ram and ssd as they previously were bottlenecks .

Is this far from yours ?

My WAR is on SSD and i also have fiber.

I have
cpu - 4.3ghz core
memory - 900mhz
and somewhere i remeber reading the efficency of AMD vs I7, remeber trying to go for a cheaper alternative but was not as good, cant remeber details why now.
