Order Gold Dust Debuff TC WC

For whatever reason it looks like a range debuff has been added at the western edge of the Order WC in TC. It seems to be limited to the ridge at the edge of the lake, rough coordinates are from 37.5, 61.2 to 37.9, 59.6. I've seen it on all my order toons. Meanwhile, testing on my destro toons I have yet to find an area of a WC that gives the debuff.
There's no indication of how much it reduces range and there's been no indication from the Devs as to it being implemented or as to why a range debuff needed to be applied only to Order.

Interesting. After server crash on 8/5/22 at approx. 15:30 server time it's gone. I've noticed this debuff a while ago, about 6-8 months. Never saw it live so guessing it's something RoR devs have developed. I'd just like to be made aware of it and what happened that caused this to be implemented.
