Where is the Rally master in Mount Bloodhorn?

I'm done with my influence in the T1 oRvR lake Mount Bloodhorn/Ekrund for destro, but i just can't find the Rally Master in the Warcamp. Where is that guy? I've been there before with other toons and found him btw

Sometimes a NPC goes invisible to you and /reload makes them appear again.
