AM I doing something wrong? cannot send mail between characters

For example, is there a level I have to be first, before I can mail things over? trying to mail some crafting stuff from a level 11 character to my level 10 one and it just does not want to send.

You can mail from level 1.
Did you type in a subject? Did you type in a message?
Sometimes the send window may get stuck, try to relog in that case.
Are you trying to send items that are bound to a player? Only items that are not bound can be send.
Does the mail get send but it is not arriving at the other character? Sometimes mail may get stuck, in that case try to send another mail to that character with a copper in it.
Do you have enough money to send the mail? The cost of the mail is shown at the bottom, as well as your funds.

+ Are you targeting the Mailbox while sending?
