high elf eliminator 1 pip not showing up on vendor

wiki page says 'diciple venomstung' should sell the 1 pip, and ive checked all the other vendors in the Lyceum. this is not the golden version, just standard version for killing 1000 high elf npc's. The achievement shows up in my tome of knowledge, and i have purchased this before on my other toons about a year ago before taking a break from the game. not sure if it was removed, or im missing some prerequisite.
