From my understanding the only reason to do that would be to increase performance of game.
What i struggle to understand is how custom appearances actually affect performance and if turning it off actually makes any noticable difference.
Isnt it like database IDs for each item and separate IDs as of how to show it to others? So it just loads up a texture. I dont get how it will affect anything at all.
And are you sure it was the same way on live? I dont remember anything like this nor i ever meet any kind of source about that on the webs.

No need to respawn in an inactive fort? There are plenty of reasons, especially if you are trying to get there early (or late depending on how you view it, being late to your group up) to try and secure a spot inside. Now people who are running to fort will just get ganked, by the population imbalance, respawn back in camp in the previous zone, and completely miss fort.
This is a bad design for server health imo. Doesn't help any players out, on either sides. The one that is steamrolling will just be even stronger lol.

And what does improve from this change? I know nothing about programming and data and packets.
