to anyone wondering the quick hotfixes has all been to address issues with fort lords, adding message on forts when contrib is too low and thats all.

oh my please dont let that happen....these classes alredy produces most of their dmg potential from procs.....buff again proc meta is not the correct way to handle those 2 classes, please provide a better half top spec option for left/mid masteries instead.

lets be clear that procs by nature should not be affected by +dmg increases. A proc by nature is static in value

is hurtin' time considered a proc? IF i remember well on live hurtin' time scaled with rage

i know and i have no problem with this. the point is that not so long a go they maked hurtin' time to scale with rage and then reverted the change cuz of some bug and they said that they would fix the bug and make hurtin' time to scale with rage again.
i dont know if this change is good or bad, i want just to know if it's going to happen or not

Sorry I wanted to say the opposite : the issue was some CC affected witch hunter even if he had shroud of magnus .
