After city sieges the game became PvE zerg fest, avoid instances with people on opposing side to get free loot. Before Sov revamp, BiS was tyrant/darkpromise. BiS jews were Glyphs or LoTD cloak + ring combo. So war was designed with pve and pvp but later when proofing that pve is not working and pvp qas the selling point they just drop it off. The unique features of war was and is their pvp.
After Doomflayer and Warpforged was put in, PvE dungeons lots meaning, but game was on life support for long time and making PvE content actually takes time and resources.
PvE on RoR is easy and you have quests for gear when you are unlucky, compare to live its a piece of cake. People wanting free wards from basically free gear from RvR, where you can put close to zero effort to get it, should either start going Gunbad after year it was out or just keep playing RVR only.
