Absorb potions are quite potent. They need to share a cool down with something.

Does Phosphorus Shells also apply the snare to the area selected and can it be channeled on the move like FS?

It has same effect than FS but can’t be channeled on the move due to animation and VFX issue .

It can’t be changed . It I set it to cast on the move , the mortar will move with you

just did WE dmg checks, Kiss dmg proc internal cooldown is still 1second.
tested all 3. other procs follow their respective ICD, DoK 1s, Sorc 0s, weapon procs 0s and gear procs 0s unless otherwise defined.

feel free to upload image showing WE somehow ramming more than 1 Kiss proc per second on you.
Meanwhile WH has 0s ICD on their bullet procs - so their Dragon Gun can fire 9 procs per use, and meanwhile WE OYK is firing 1 Kiss proc per use.

edit, tested Witchbrew as well, still hitting like a wet noodle with +1s ICD
