Yes on live was like that too
You pay for respec both, imo pretty stupid design ( cuz renown spec test will take a lot of golds or real paper) but maybe dev team.is still looking for gold sink stuff and so one is equal.to another one prob.

The game has a lack of gold sinks, respeccing was one of the few big ones if you had a guild to provide pots. Even with maxed guild tax there was never really a shortage of gold on live. Especially not when you could farm ToVL.

Borliss pointed on low ID AOE tick dmg I have made some test and I can confirm, that initial target gets only 50% portion of ID tick dmg, while AOE part of tick hits everyone else for 100%.
Pigbutcher - Choppa RR80+
Cyplenkov - Marauder RR80+
Vdova - Witch elf RR80+

Hajzl - Swordmaster RR80+
Roznetka - Engineer RR70+

There was the intention to nerf id to the ground single target wise, so I guess it's happening.

Question regarding ID damage scaling
When i did some testing back in the day it appeared as if ID was getting contribution from weapon dps to its DoT ticks for every tick separately, resulting in a huge overall weapon dps contribution to the ability.

My math is a bit inaccurate due to rounding, but it appears ID was getting ~200% weapon dps on its every tick(on top of regular 150% weapon dps on original hit), resulting in a whopping 950% total weapon dps over full duration

For comparison Cleft in Twain(middle tree DoT) gains only about ~215% weapon dps
Orkni 85+ (in-game Grock is not me...)

DoT ticks no longer trigger the auto attack.
Dot ticks trigger the auto attack again
