Any chance for an offline instance?

Hi RoR team!

A buddy of mine and I have come in and out of orbit here at RoR, and we absolutely love and appreciate the world you've not just kept alive, but improved upon so much. My friend has ended up in a new career now that has him off in the middle of the ocean for months at a time. I'm setting up a Steamdeck for him and I'm confident that I can get RoR running on it. However, he only has access to a slow Starlink connection, and I'm worried that playing (especially OPvP and SPvP) would be heartbreaking and frustrating for him.

... is there any potential for an offline instance of the server that he could run-around on and clobber quest mobs? Who knows, maybe the connection will be stable enough for him to enjoy online, but I'm just really going out on a limb to see if there's any way to bring him the RoR world and experience without relying on poor internet. Thank you so much in advance for your time and recommendations, and we look forward to Waaaaaaaagh'ing!!!!!! with you all again soon!
