Downloading 171k plus files each time. No fix for that?

I checked out other topics which had similar issues but nothing really worked, every-time i start the game it keeps on downloading these files...
Anything I can do about that ? O.O

Two common solutions for this
A) remove write protect on all game files and subdirectories
B) make sure launcher is in the same directory as rest of game files

same problem here have to repair launcher and re-download a massive patch every time I want to play or I get crash on load in...
Can you explain in more detail how to fix please ?
