PopUp window error message, very laggy gameplay

I get this error message (SystemInvalidOperationException: Cannot load counter name data... invalid index was read from the registry...)when I log in, but the game starts immediately and I am able to play. The game play is very bad due to lots of lag. I have my settings set very low and I still have the same issues.
