Any guidence for Hexensnacht Event Cloack Bosses

Hello. I there any guide about how find event cloack bosses? Some dude tell Bitterstone Thunderers discord have guide but link which he shared with me not working ;/

Most desirable cloack for me is Mantle of Scorned Love. It was in Tower West Praag 60k 50k coords. There was portal at tower which leads to tower top where boss was. But now there is no portal. I don't know what to do.
