At the moment, reaching this bonus comes with a very high opportunity cost. Wearing 8 pieces of the same set means giving up many of the benefits of mixing Sovereign, Warlord, Victorious/Triumphant, or other sets, losing stats and defensive bonuses that are especially important for a specialization that needs to stay on the frontline while currently providing such limited performance.
The problem is that, in its current state, Dispersion does not seem to provide a reward proportional to that sacrifice.
This becomes even more noticeable when compared with 8-piece abilities available to other classes, including tanks (Leading the charge) or the Witch Elf (Punt), whose effects provide enough utility to make wearing a full set an interesting choice.
Dispersion was also considerably more attractive in the past. When it was introduced, for 10 seconds the WP's attacks healed allies within 30 feet for 200% of the damage dealt. A later version restricted this effect to auto-attacks, but it still retained clear group utility.
I do not necessarily think that exact version needs to return, but I believe it is a good example of what an ability obtained through 8 pieces of Sovereign should represent: a unique and powerful enough reward to justify building your gear around it.
This is particularly relevant given the current state of Grace WP, which already has considerable difficulty staying alive on the frontline. Giving up the defensive options provided by mixing sets makes the cost of reaching Dispersion even greater.
Its 2-minute cooldown should also be taken into account. For an ability that requires committing almost your entire armor setup to obtain it, its impact should be appropriate for such a long cooldown.
For this reason, I think the upcoming armor rework would be a very good opportunity to revisit Dispersion, either by restoring some of its former group utility, reducing its cooldown, or designing a new effect that genuinely justifies using all 8 pieces.
The goal should not be to make it excessively powerful, but to make full Sovereign a genuine alternative to mixing sets.
