Why can't you understand that a few people fight more people in that the healer can res in the cambat.

keeping it 24 for the unicorn 12mans is silly & a 6man doesnt need 24 hit cap to be viable in zone as the 2 dps hitting 24 players isnt gonna wipe a 24man

You do realize healers have never been buffed to heal 24, healers have not been touched since the days of the 9 target system in output that is. The only time that could be said one way or the other is EOV and other spam that could hit more than 9. I have zero say so in the 9 to 24 cap, I had zero say in its move up or down. However, healers being buffed to heal 24 has never happened, because just like you know their grp heals at least can only heal the 6 thats in their grp.
What happened to the days of wbs havig a tank call out challenges? Mitigation Morales and punts? What happened was we got used to the spray and pray mentality of dps go brrrrrrrrr. I get it we all want more crests and if you can kill your opponent every 5 seconds you get more shinies and purple numbers rather that a great 5 minute fight might bring you.
Tanks and healers are living longer and actually being useful? We cant have that now can we
I have already fixed the oil not hitting more than 9 that was just a miss on the devs part. As far as getting what you ask for, I for one have not seen as many Nerf Wlion spin to win or xyz's aoe threads and discord spam here recently, so when/if the aoe cap change goes back one way or the other I am interested to see how fast those nerf xyz aoe threads come back.

I don't see how Healers are too strong now with 9 target. Healers had some 24 target heals but those are now 9 target. Zealot/RP AoE Hot was always.. 6 targets IIRC? Outside of the days of Fury/EoV spam to carry fights (which has been severely nerfed in output, lost castable on the move, and less access to CDR) It's mostly about party healing, as it mostly was during 24 era with the above exception. The only other difference is the AM/Shaman HoT, which is.. I guess something, yeah.
Also regarding the DoK comments, DoK is probably the weakest cast healer in the game right now so I totally understand if some people would prefer to play something else. The Light Armor Archetypes all received fantastic reworks and buffs, which have pushed them quite a bit ahead of DoK. DoK has NO ability to heal on the move; it doesn't even have Exalted Defenses; no effective Healer Cooldowns; weak output (especially ST); facetanking and spam healing isn't really an option as was the design intention; etc. Warrior Priest isn't much better but both are slated for rework, pray for the best!
I understand that 9 target is going to feel strange to a lot of people but we did it for.. over a decade just fine. You need to get your dps to deal damage on one spot to make your AoE work and yes, some AoE efficacy will inevitably be lost to target cap from time to time, that's the point. You won't always be able to push past the tank wall so you might have to grind tanks, etc. The slower pace creates for a lot of good combat and strategy in zerg fights.
Should some skills not be capped at 9? Maybe, probably. I would have to see it tested to really have an opinion; especially specific things like AoE interrupts, maybe Challenge, etc.
Should AoE cap be dynamic somehow based on the number of enemies you are fighting? Maybe, but I don't know if I'm the biggest fan of this as a solution vs other things.
This change is going to feel very uncomfortable, and a lot of people are going to think it's pepe. When the change from 9 to 24 was made, I thought it was the most pepe thing ever done on the server, but I adapted and overcame my emotion, eventually adapting to enjoy it for what it was.
Tips for people who feel very affected by this
Try to actually flank and get inside the weak position of the enemies. Don't cleave through the tanks, they will eat your target cap and drastically weaken your damage. Get on top of the weak enemies.
Also regarding the DoK comments, DoK is probably the weakest cast healer in the game right now so I totally understand if some people would prefer to play something else.
