Yes, but you need to add Rampage and the 100APpot skill that choppa has.
Slayer get's GTDC and 100APpot skill.
Choppa gets ID and Rampage.

+ Fix Lotsa choppin dmg compare to flurry dmg, already 2 month+ in bugtracker and still 9-12% less dmg on lotsa choppin.

Rampage have been discussed like x1.000.000 times over ID and i dont see in your proposal to exchange it for "keep on choppin" => Why isnt rampage in this suggestion??
GTDC undefendable component was nerfed long time ago but if you mirror GTDC to slayer they will access to Rampage+GTDC making it much betther than the actual choppa version

1. I don't agree either. 25% crit dmg tactic is my basic tactic and without it I can't imagine my build. Some like high WS others crit. Just because you don't use this tactic doesn't mean it's weak. It is not true that everyone has -20%, -30% CTBC. I have around 40% crit chance on choppa. Enemy addon combat log shows an average of 46-47% crits. So the average player has around 6-7% of CTBC. 2. The day the choppa would get ID and lose GTDC would be the best day for my chopp (I wouldn't even care about the rampage slayer - let him have one).
There is only one problem. I really don't like exact class mirros.
Maybe the "new choppa ID" should be in the middle mastery tree + some small change compared to the slayer ID?

Man you only play 1 side, so your vision about balance is one direction.

Both class are fine(2h spec is dead) just choppa need lotsa choppin dmg fix.
