Xrealming should be allowed only to overpopulated realm.

I like to play endgame content => impossible to reach with balanced population.
Higher population IMbalance means that endgame is reached faster => game punish pop-balance and reward pop-imbalance...sorry but its not me, the game need imbalace to progress so plz stop xrealming to balance population, these "Xrealmers heroes" are hurting the game and pissing the players progression.
If you want to xrealm do it to overpopulated faction to help the game.

oRvR fights are endgame content, always were.
City Siege is some irrevelant scenario happening at random hours, you will see once "everyone" (read: not new players) have their alts stuffed, there will be like 5 max instances at prime time.

i still see 20 instances in city sieges when happen at prime time...and there was more than a year since cities released...

yep, must agree with emil. the reward system implemented by devs is clear, xrealm to win side if you wana reach the city rewards.
Is what we have, more clear than this is impossible!
ps: just an note: this system seems to work very well with the ror staff team, "popcorn time" as usual

City Siege were released before population boom.
City Siege as BiS gear farm was one of reasons of population drop.
